All maritime shipments with final destination an Angolan Port shall be regularized by a Loading Certificate. Generally called ARCCLA o CNCA.

ARCCLA/CNCA certificate is a necessary document requested by Presidential Decree Nr. 19/94 of 28/01/1994 and each B/L must be accompanied by a Loading Certificate.

What is an LC/CNCA/ARCCLA certificate?

The Loading Certificate (LC) is a document requested by Angola authorities to track and trace sea shipments (FCL/LCL/RO-RO/BULK). Generally, is also called CNCA (Conselho Nacioanal de Carregadores de Angola) or ARCCLA (Agência Reguladora de Certificação de Carga e Logística de Angola).

What is a DU – Documento Unico?

Documento Unico is Angola’s import license. It is issued by the Costum Agent of the Importer through the MINDICOM – Ministro da Indústria e Comércio.
It is emitted on the basis of the commercial invoice and has a validity of 120 days from the date of issuance (on the document, under 25E, it has to state the expiration date).
The DU number is composed as follows: 202XXXXXXXXXXXXXXX (18 numbers – not to be confused with “Pedido n°”).
It is allowed a maximim of 5% of discrepancy between commercial invoice and the DU in terms of: value and weight.

Are there any exceptions to the DU?

Yes, there are a number of cases, the most common ones are the following:

  • Commercial invoices with a total value under 5000,00 USD
  • Temporary goods

Can you make changes to a CNCA/ ARCCLA certificate that has already been validated?

Yes, it is possible. However, there are different procedures depending on the change requested.
If you need to change general information, such as gross weight/freight value/etc, you need to submit the following updated documents:

  • BL
  • Invoice
  • ARCCLA Form

If you need to change the DU, you need to request the authorization to MINDICOM. Once approved, you need to submit the following updated documents:

  • BL
  • Invoice
  • ARCCLA Form
  • DU
What happens if I do not have a CNCA/ARCCLA loading certificate?

Your shipment will be blocked at the POD and subject to fines by the local authorities.
