Bordereau de Suivi des Cargaisons

All maritime shipments with final destination to Ivory Coast shall be regularized by a Bordereau Electronique de Suivi des Cargaisons. Generally called BESC o BSC.

BESC/BSC certificate is a necessary document as from 29/01/2015 requested by circular N°05-341/P-RM of 25/07/2005 – Presidential Decree N°8-3718/MET-MF MEIC-S6 of 31/12/2008. Each B/L must be accompanied by a Bordereau Electronique de Suivi des Cargaisons.

From Exporter:

  • Copy of Original B/L
  • Commercial Invoice
  • Sea Freight invoice if commercial invoice is FOBEXW
  • Packing List
  • Custom declaration – EXA
  • Certificate of origin
  • Exporter identification number to the OIC portal

From Importer:

  • Ivorian Insurance certificate
  • FDI – import license
  • Importer identification number to the OIC portal
Procedure
  • Collect all mandatory documents
  • Collect both Exporter and Importer OIC identification number
  • Submit your request on-line or by e-mail
  • Wait our feedback with BSC n° and our invoice
  • Proceed with payment
  • Wait the BSC certificate validated

Minibus (minicars) for civil transport with number of seats between 9 and 34 7 years
Commercial vehicles ( camionettes ) with weight ≤ 5 tons 7 years
Buses (cars) with number of seats above 34 10 years

Exception
  • Ivorian diplomats and civil servants in the context of their consecutive move at the end of their mission abroad
  • Ivorian citizens living abroad for professional reasons

Are there any age restrictions on imported vehicles?

Age limit of used vehicles allowed to be
imported into Côte d’Ivoire is set by decree as follows:

  • 5 years for cars (tourism vehicle)
  • 5 years for taxis
  • 7 years for minibuses (from 9 to 34 seats)
  • 7 years for trucks up to 5 tons
  • 10 years for buses (more than 34 seats)
  • 10 years for trucks from 5 to 10 tons
  • 10 years for trucks over 10 tons

Please note that above restrictions are not applicable for cars (tourism vehicles) when imported by:

  • Ivorian diplomats and government employees when moving to Côte d’Ivoire at the end of their missions abroad
  • Ivorian citizens staying in a foreign country for professional reasons

That penalties are as follows:

  • XOF 2,000,000 (EUR 3,000) + costs involved to reexport or destroy cars not complying with the above rule
Is it possible to modify my BSC certificate already validated?

Yes, if it has already been validated we can proceed with the modification.

What is the Ivorian Insurance and is it mandatory for the BSC emission?

The Certificate of Insurance is released by the Ivorian insurance companies presenting the final B/L version and import licence FDI (FICHE DE DECLARATION à l’IMPORTATION).
It is indeed mandatory to proceed with the validation.

Is it mandatory to register the Importer to finalize the BESC?

Yes, it needs to be registered on the OIC (Ivorian Shippers Council) portal. Without the registration the certificate won’t be released and the Importer won’t be able to clear goods at Destination.

What is an FDI – Fiche de Déclaration à l’Importation/ FDI Import Licence?

The Ivorian import licence is issued by GUCE – Direction Générale du Commerce Extérieur. This document is mandatory to apply for and obtain a BSC (Bordereau de Suivi des Cargaisons).
